And even when Frank sort of had to sell Freddy out in Season 2 when his previous conviction came to light Frank tried to do it gracefully (went to visit him in person, dressed down like seeing a "friend" not a fellow politician). I now that consensus seems to be that Frank just saw Freddy as an underling and someone beneath him but I genuinely think that Frank had real feelings for him. Whilst it was a small moment I felt personally it really examined Frank's friendship with Freddy.
